Introduction

This Plan is written in accordance with the requirements of regulation 26 of Annex 1 of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto.

The purpose of the Plan is to provide guid­ance to the master and officers on the ship with respect to the steps to be taken when a pollution incident has occurred or is likely to occur.

The Plan contains all Information and op­erational instructions required by the Guide­lines. The appendices contain names, tele­phone, telex numbers, etc. of all contacts ref­erenced in the Plan, as well as other reference material.

This Plan has been approved by the Adminis­tration and, except as provided below, no al­teration or revision shall be made to any part of it without the approval of the Administra­tion.

Changes to Section 5 and the appendices will not be required to be approved by the Adminis­tration. The appendices should be maintained up to date by the owners, operators and managers.

Preamble

This Shipboard Oil Pollution Emergency Plan (hereinafter referred to as the "Plan") determines organization and sequence of actions which are to be followed by the crewmembers of the vessel "... " during operational oil spill response and measures to control actual or probable discharge of oil resulting from damage.

If there is an oil spill the actions of the crewmembers within the limits of this Plan are an integral part of the set of measures to pro­vide safety and damage control of the ship in accordance with the requirements of the Inter­national Convention for the Safety of Life at Sea, 1974, as modified the Protocol of 1978 relating thereto (SOLAS 74/78).

This Plan has been developed in accordance with the requirements of regulation 26 of Annex 1 of the international Convention for the Preven­tion of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), International Convention on Oil Pollu­tion Preparedness, Response and Co-operation, 1990 (OPRC 1990) and the requirements of the Florida legislative acts, demanding the avail-ability of such a plan while calling at the ports Of this state after the 31.12.90.

аварийная группа по ликвидации разливов нефти (ЛРН) - члены экипажа, в обязанности кото­рых входит ликвидация разливов нефти на Судне;

oil pollution prevention team - crewmem-bers responsible for oil spill clean up opera­tions on board;

ликвидация разливов нефти - комплекс пред­принимаемых мер на судне по сбору разлитой нефти,

нефть - моторное и дизельное топливо, смазочные масла, используемые на судне для работы энергетической установки,

нефтяная операция - операция на судне по приему нефти, перекачиванию ее внутри судна и сдаче с судна нефтесодержащих, льяльных и бал­ластных вод,

офицер по разливам - старший помощник капитана, ответственный за проведение экипажем судна комплексных мер по предотвращение и лик­видации разливов нефти,

предотвращение разливов нефти - комплекс предпринимаемых экипажем организационных и технических мер по исключению загрязнения моря нефтью:

разлив нефти аварийный - сброс нефти за борт, превышающий пределы, установленные Кон­венцией МАРПОЛ 73/78 (правила 9-11) , который произошел в результате повреждения судна при посадке на мель или столкновения,

разлив нефти эксплуатационный - сброс нефти за борт, превышающий пределы, установ­ленные Конвенцией МАРПОЛ 73/78 (правила 9-11) , который произошел при нефтяных операциях
